Anatoly Dyatlov, the deputy chief-engineer of the Chernobyl Nuclear Power Plant, and the supervisor of the fatal safety test which resulted in the 1986 Chernobyl disaster, states "3.6 roentgen. Not great, not terrible," while (purposefully?) ignoring that 3.6 is a maxed-out result.
